The following Consultations are open for comment:

1. Adult Rugby National Competition Rules (Stage 5) 

Comments and proposals are invited in respect of the Adult rugby competition rules to be used in season 2018/19. Proposals should be based on Draft 3 of the 2018/19 Adult Rugby NCR's (see below):

Your comments should indicate:

  • The competition (e.g. The Premiership, West Regional Leagues, etc.);
  • The number of the specific Rule or Regulation;
  • The change proposed; 
  • The reason that the change is being proposed; and
  • The name, contact details and capacity within the game of the person proposing the change.

The current National Competition Rules are as follows:

Comments on Draft 3 should be sent to Graham Ireland, Head of Regulation (graham.ireland@sru.org.uk) no later than 27 April 2018.

2. Schools and Youth National Competition Rules (Stage 5)

Comments and proposals are invited in respect of the Schools and Youth rugby competition rules to be used in 2018/19. Proposals should be based on Draft 2 of the 2018/19 Schools & Youth NCR's (see below)

Your comments should indicate:

  • The name of the competition;
  • The number of the specific Rule or Regulation;
  • The change proposed;
  • The reason that the change is being proposed; and
  • The name, contact details and capacity within the game of the person proposing the change.

The current Schools and Youth National Competition Rules are as follows:

3. Rules for Disciplinary Procedures (Stage 4)

Comments and proposals are invited in respect of Scottish Rugby's Disciplinary Rules. Proposals should be based on Draft 1 of the 2018/19 Disciplinary Rules (see below):

In your comments you should:

  • Provide details of the change proposed (including draft wording where appropriate);
  • Indicate the reason(s) that the change is being proposed; and
  • Provide the name, contact details and capacity within the game of the person proposing the change.

The current Scottish Rugby Guide to Disciplinary Issues is as follows:

4. Illicit Drugs Policy (Stage 1)

Concerns about the health and welfare of players, and the reputation of the game, have led to consideration as to whether Scottish Rugby should adopt an "Illicit Drugs Policy" to work hand-in-hand with our current Anti-Doping Policy.

The use of many illicit drugs (such as cocaine, cannabis, amphetamines and MDMA) is banned "in-competition" under our current Anti-Doping Policy. It may now be appropriate for Scottish Rugby to also consider a policy where illicit drug use - falling short of an anti-doping violation - is detected (e.g. through an out-of-competition dope test) or is otherwise reported to us.
